The Owners of dundrum house hotel

According to the Companies Registration Office (CRO) a company established by the famous Dublin GAA football family, Brogan Capital Ventures, is the owner of Dundrum House in Tipperary which is at the centre of the latest controversy over the placing of persons claiming International Protection through IPAS.  

Bernard Brogan Senior who won three All Irelands with Dublin in the 1970s, and his sons Bernard Junior who was part of the Dublin team that won the six-in-a-row between 2015 and 2020 (being on five of those teams), as well as in 2011 and 2013, and Alan Brogan who was on the 2011, 2013 and 2015 sides, were part of the original consortium. 

According to the CRO, Brogan Capital Ventures is still active as the owner of Dundrum House and golf and leisure clubs.  A due diligence report on the company notes that it has an “unsatisfied judgement” pending. 

The only director currently listed is a Jeff or Jeffrey Leo, originally with an address in Jersey City in the United States but now registered as living in County Tipperary.  Brogan Ventures itself is now listed as 100% owned by a company called Steelworks Investments whose sole director is Leo. According to his Linkedin page, Leo is the President of Brogan Capital.

Bernard Brogan Junior was a director until 2017 and Steelworks address is the Pillo Hotel in Ashbourne which the Brogans bought in 2016 for €8 million.  Bernard senior was still listed as a director when Steelworks was listed as the sole owner in 2017. The Pillo’s sole director is also Jeff Leo and is also owned by Steelworks.  Leo has been a director of Brogan Ventures since 2016.

He has an impressive CV, including having been a Senior Vice President at American financial giant Morgan Stanley. He was involved in a property venture in the Algarvein 2015 which led to High Court proceedings against Steelworks and other entities, some of them registered in the US, for alleged failure to provide promised multi million finance for a project.

Mark Fenton and Colin Clarkson who brought the action claimed at the time that Leo was a flight risk and that the ultimate owners of Steelwork were based in the United States. Leo has also been described elsewhere as the owner of other properties mentioned as having been bought by Brogan Ventures including Celbridge Manor as well as Pillo and Dundrum  

There is no shareholder information available through the CRO as to who owns Steelworks.  Another of the mysteries that surrounds the ownership of many companies who are involved in the asylum accommodation sector.

Steelworks Investments is not listed as having drawn down payments for the provision of asylum accommodation.  Brogan Capital Ventures is and it has done very well from this line of business. In the last six months alone for which details of payments are available, the company has received €1,770,450.. That money was presumably in payment for the accommodation of Ukrainian refugees in Dundrum House. 

Without knowing who the actual owners of Steelworks Investments are, it is impossible to know to what extent the Brogans themselves are still involved in the company which bears their name. There are other examples where Irish based companies would appear to have been facilitators and partners for entities whose ultimate owners and beneficiaries are unknown
